These are only allowed outside the Harbour limits and somewhere not to cause unnecessary annoyance or danger (e.g., from boat wake) to others.
RYA and British Water-Ski guidance are that there should be a separate observer (other than the driver) in the boat when towing and life jackets should always be worn.
